Land Development LLC and T28 LLC — both managed by William M. Whelan — are seeking seven and three acres respectively to build new hangars.

The proposed agreements — to be reviewed at the Kissimmee City Commission’s May 2 meeting — would give the two entities right of first refusal for the land, which allows for companies at the airport to lease the land for two years while they design and permit the project before signing a full ground lease.
