Orlando police released video of confrontation with man who died in their custody

ORLANDO, Fla. — Orlando police released body camera video Friday of a confrontation with a man who died in their custody.

The new body camera video gives a better idea of the events leading up to 31-year-old Isaiah Payne’s death.

The incident happened Feb. 1 at the North Lane Shopping Plaza in Pine Hills.

The investigation into Payne’s death remains ongoing.

The video is about seven hours long and shows the encounter between officers and Payne.

Orlando Police Chief Orlando Rolon said by releasing the video they are trying to be more transparent over questionable arrests.

The video starts with the initial confrontation between Payne and Officer Shuaib Moonda outside a convenience store.

Moonda told Payne to stop digging around, “or I will put you on the ground.” Seconds later Payne was taken down by the officer.

As Payne tried to get away, Moonda took out his baton and began to hit Payne on the back of his legs.

The officer also pulled out his Taser and pointed it at Payne ordering him to get on the ground, although it was never used.

As the officer tried to put Payne in handcuffs, the officer said he was putting something in his mouth.

Payne appears in the video to be having trouble breathing. You can hear multiple officers telling him to breathe and Officer Moonda administers Narcan, the lifesaving drug would be used three times on Payne.

A defibrillator was also used, but Payne died at the hospital.

Rolon issued a statement Friday saying:

“Officers and fire personnel rendered immediate aid to Mr. Payne. Mr. Payne was transported to the hospital where he later passed away. Although the medical examiner’s report has not been completed yet, when done, it will show the official cause of death.”

The Florida Department of Law Enforcement is still investigating this case and any findings will be reviewed by the State Attorney’s office.
