Orlando creates pilot program for ghost kitchens

The city of Orlando is looking to test out a ghost kitchen program which would give local businesses clear development guidelines for the growing concept.

The pilot program -- which Orlando City Council was set to consider on Feb. 21, but was pushed to a future council meeting -- would create policies to help businesses get permits for both temporary and permanent food concepts.

Ghost kitchens, which have grown in popularity during the pandemic, don’t provide dine-in options, instead selling food for delivery and occasionally on-site pickup.

Before this the city didn’t have any policies on ghost kitchens in its land development code.

The goal with the pilot program -- which would last at least two years with the option to be extended for two one-year periods -- would update the city’s land development and municipal codes, per city documents.
