Osceola County man jailed, accused of sexually battering young family member

OSCEOLA COUNTY, Fla. — A man is in the Osceola County jail charged with sexually battering a young female family member.

Sheriff's investigators said Charles Payne is charged with four counts of capital sexual battery.

Investigators said Payne admitted that he sexually battered the girl several times over the past seven years.

According to investigators, Payne, 46, said the sexual battery started when the girl was 6 and they were living in South Carolina.

Investigators said Payne told them the sexual battery has happened several more times since the family moved to Osceola County.

Investigators said the girl and her mother reported the incidents to the St. Cloud Police Department over the weekend.

When Payne was asked about the incidents he initially denied them, but on Tuesday he turned himself in to Osceola County Sheriff's deputies, was arrested and charged, investigators said.

Payne is being held without bond. In Florida, capital sexual battery by is punishable by life in prison.
