Volusia County, Daytona Beach discusses agreement on homeless shelter

DAYTONA BEACH, Fla. — After months of debate, Volusia County and Daytona Beach seem to have reached an agreement Thursday afternoon on a plan for a homeless shelter.
 
The solution didn't come until after a homeless camp was formed outside and briefly shutdown a county office building.
 
In the new proposal, the city is not asking the county for help to pay to operate the shelter. The agreement would have not been approved by the county if they had to pay any operating costs.
 
Councilman Josh Wagner said the homeless issue has been the most frustrating issue he's had to deal with in office.
 
Wagner said the county is offering $4 million to build the shelter, the city has three years to start building and would have to pay to operate it.
 
"We need this thing signed. We (have) got two weeks left. I'm in no position to extend the time. (Another) council member may, but I'm not," Wagner said.
 
County leaders will discuss the agreement Thursday night.
