Catherine Felter, an engineer in the Orlando office of planning firm Kimley-Horn, is the applicant on behalf of Orlando-based Parkway Property Investments LLC subsidiary Baldwin Point Office LLC for the master plan request for a five-story, 305-unit multifamily project with an attached parking garage at 2420 Lakemont Ave.

The request also seeks to reclassify the property from “office” to “swing” — meaning attached housing or office — and to convert existing approvals for 199,318 square feet of office space to instead allow for the 305 apartments.
