Man arrested for abandoning injured dog in Kissimmee dumpster

OSCEOLA COUNTY, Fla. — A man who dumped his severely injured dog into a Kissimmee dumpster has been sentenced to 20 days in jail and two years of probation, according to the Osceola County Sheriff’s Office.

Victor Manuel Carrion-Flores, 80, pleaded guilty Sept. 30 to felony aggravated animal cruelty and a misdemeanor charge of abandoning an animal to die.

The case began in March when deputies found his dog, Max, injured inside a dumpster behind a business on Cypress Parkway.

As part of his sentence, Carrion-Flores cannot possess animals and must complete an eight-hour animal cruelty prevention class. The sheriff’s office said the sentence also requires placement on the Florida Department of Law Enforcement’s animal cruelty registry and restitution to Osceola County Animal Services and the sheriff’s office.

Max, a roughly 10-year-old Jack Russell terrier mix, was discovered March 7 after an employee throwing away trash heard an animal crying and called 911.

Deputies found Max injured and whimpering inside the dumpster at 1076 Cypress Parkway. He was taken to a veterinarian and euthanized because of a severe skull fracture.

An examination later confirmed Max had suffered blunt force trauma, according to the sheriff’s office.

Investigators said surveillance video showed Carrion-Flores taking the dog from the bed of a pickup truck, putting him into a box and dumping him into the dumpster.

During an interview in March, Carrion-Flores denied injuring Max. Deputies said he told them he had found the dog injured but was too busy to seek medical care and believed the dog would eventually die from his injuries.

He was arrested March 8.
