ORANGE COUNTY, Fla. — Days after Gov. Ron DeSantis announced the start of Phase 3 reopening, there’s still confusion about what that means.

Some Orange County businesses to stay at 50% capacity despite state entering Phase 3
The three-page executive order about Phase 3 says “restaurants, including establishment with a food service license” may now operate at 100% capacity. But that is causing some confusion for bars that did not get a food service license, and does also not clarify what it means for nightclubs, movie theaters and theme parks.
The governor’s reopening plan from April says businesses like that can open at 100% in Phase 3, but they’re not explicitly mentioned in the governor’s order from Friday.
